The State Service of Education Quality of Ukraine has developed a mechanism for public accreditation of schools

In his opening remarks, First Deputy Head of the Service Oleksandr Yakymenko noted, that for the first time professional associations are offered the opportunity to become experts, recognized by the state and society to assess the quality of education.

Participants discussed:

  • external system of education quality assurance: public accreditation and institutional audit (external evaluation);
  • introduction of professional associations;
  • prospects of accredited legal entities and educational institutions.

Public accreditation of educational institutions involves assessing the effectiveness of the school’s internal quality assurance system and ensuring that students achieve the learning outcomes provided for in educational standards. Public accreditation could be an alternative to the institutional audit (external evaluation, conducted by the Service) procedure. The results of this assessment will be equivalent to the results of the institutional audit and will be valid for five years.

In addition, the new public accreditation tool will provide schools with the opportunity to implement the autonomy provided for by the Law of Ukraine “On Education” and to choose the entity that will assess the quality of education and educational activities.
